If state legislators can draw their own districts, aren’t they prejudiced? Yes. Partisan cartographers often subtly or severely move district boundaries to cluster voters in a way that advances political goals. This is called gerrymandering.

Is Gerrymandering Legal? Yes and no. In 2019, the Supreme Court ruled that the federal court would not play a role in stopping the faction’s gerrymandering. However, the court left an intact part of the Voting Rights Act banning racial or ethnic gerrymandering.
